Latest update – access through annex 1618, annex 34 and eastern seven subdivision

Effective 12 dec 2022

Last Friday (09 dec 2022), Brgy. Don Bosco again requested if we can accommodate passing thru also from 03:00pm-06:00pm to help decongest the heavy traffic at Dona Soledad St. They intend to inter-connect (4) hoa’s namely remmanville, annex 34, annex 1618 and eastern seven subdivision.

  1. From remmanville, exit at Wales St. (thru annex 34 and annex 1618), then to Saudi St. And then to Russia St.

 

  1. Going to moonwalk:

From remmanville, thru annex 34 and annex 1618, to , then to , then to , then to (eastern seven subdivision), then out to moonwalk.

 

The (4) hoa’s involved cooperated with the barangay and agreed to their request to extend passing thru from 06:00am-09:00am, then from 03:00pm-06:00pm. Again, this is only until 31 dec 2022.

LATEST SECURITY ALERT

08 DECEMBER 2022

It very unfortunate that a robber strikes again last night at the house of one of our homeowners at immaculate St. Cor. Alley to grace (fronting the children’s playground. The robber also attempted to enter two (2) houses at Marian St., but failed.

To all homeowners, please be more vigilant nowadays. Please lock properly your doors and windows, particularly sliding doors and windows. The robber is entering houses by forcing open sliding doors. When you notice any suspicious movements and/or individuals in your area, please contact immediately our security, or Mr. Edwin Concepcion, or Mr. Richard Acoymo, or any bm to assist you anytime.

LATEST ANNOUNCEMENT – ACCESS THROUGH ANNEX 1618 AND ANNEX 34

Please be advised that effective 28 Nov. 2022 until 31 Dec. 2022, from 06:00am to 09:00am, we can now pass-through annex 1618 and annex 34. Likewise, when enroute in Dona Soledad, we can also gain access through eastern seven subdivision heading towards moonwalk. In return, our boom barrier heading towards Malacañang dulo will be lifted, from 06:00am to 09:00am.

This program is the initiative of Brgy. Don Bosco to help alleviate traffic congestion this coming Christmas season.

Retaining wall/RIPRAP along Remmanville

(09 Nov 2022 – restoration process update)

Restoration of the damaged/collapsed retaining wall/riprap at lower purity St. Started last week and still on-going. We have attached some pictures of the on-going restoration for everybody’s reference. We will keep you updated on the progress of the restoration process. Thank you

On Saturday, 19 Nov 2022, eve of the feast of Christ the king, there will be a motorcade of the sacred image and the blessed sacrament traversing through better living subdivision, remmanville village included. Homeowners who await its presence and their altars shall be blessed.

Route inside remmanville: enter Nery gate, turn right rosary St., turn left immaculate St., turn left Nery St., turn right la naval St., exit la naval gate.

Retaining Wall/RIPRAP along Remmanville

(30 OCT 2022 – Collapsed)

Last 30 oct 2022, with the onslaught of typhoon Paeng, the retaining wall/riprap at lower purity St. (at the back of a house under construction), collapsed. The damage was severe since around 40 – 50 meters collapsed. It reached the green heights area.

Mr. Edwin Concepcion, RHAI president, immediately contacted Engr. Jenny, contractor of the retaining wall, as well as the office of cong. Gus Tambunting. Engr. Jenny immediately sent their people to assess the damage. They immediately installed metal wall to prevent further soil erosion. We have attached some pictures of the damaged retaining wall/riprap for your reference.  We will keep you posted on this. Thank you.

RHAI run-off drainage: repair and restoration project

                                              (Part 1, 07 Sept 2022)

Almost all, if not all, of our run-off drainage are damaged and/or clogged which is adversely affecting our drainage system. If not properly addressed, flooding in our village is inevitable!! We do not want this to happen and we will not wait for this to happen in our community!! As such, in the last RHAI special board meeting (03 July 2022), it has been decided that we will now undertake an over-all repair and restoration project of all run-off drainage inside Remmanville to pre-empt any untoward flooding incidents in our community. This project will be undertaken under the able leadership of our chairman-construction & infrastructure, Mr. Edgardo Mojado.

 

For your ready reference, we have attached some pictures showing the actual status of our run-off drainage in our village. This is not yet complete. Mr. Edwin Concepcion and Mr. Edgardo Mojado are still taking pictures of the other run-off drainage on the other streets.

 

Thank you and we enjoin everybody’s support and cooperation on this undertaking. We will keep you posted on the further developments of this project.

Installation of PLDT Fiber optic cable (foc) inside Remmanville village

In today’s meeting (14 jul 2022), finally, huawei pldt has settled their obligations with rhai and have completed their requirements to install fiber optic cable (foc) inside remmanville executive village. Accordingly, their work permit and notice to proceed have been signed. As per the representatives from huawei pldt, they will start tomorrow (15 jul 2022) to roll out and lay fiber optic cable (foc) in the existing meralco posts inside remmanville village.

As a result of our 04 jul 2022 letter to cong. Gus tambunting regarding the unfinished works at the new clubhouse, mr. Edwin concepcion and mr. Ed mojado attended the meeting called by dpwh today, 14 jul 2022, at 10:00am. The following were agreed upon:

  1. Dpwh will allocate an additional budget of p5m complete the building, which includes the following:
    a. Wood flooring of the basketball court
    b. 
    Ventilation for the basketball court 
    c. Fire exits and fire sprinklers 
    d. Installation of missing partitions 
    e. Repairs of windows and installation of window grills 
    f. Repair of tiles and wall cracks

  2. Dpwh will cement the frontage of the building

  3. Dpwh will get the building permit and occupancy permit from the city hall

 

Once we get the occupancy permit and the certificate of load capacity of the total electrical equipment installed, we will apply for an independent electric meter for the new clubhouse.

With the combined efforts of our own security team and the Paranaque Phil. National police (PNP), we are very glad to announce that the robber, who has been victimizing some Remmanville homeowners, has been apprehended yesterday (23 Jun 2022) at early morning. His name is John Jobert Zamora (aka “bunso”) from Valley 1, banana compound, Brgy. San Antonio, Parañaque City. His partner, who served as a look out, named “Eric”, is unfortunately, still at large. We would like to express our sincerest gratitude to our very own Mr. Richard Acoymo, security committee head, for the many sleepless nights he devoted to monitor the movements of this intruder. We would like also to thank our homeowners who shared with us their CCTV video footages that helped identify the robber.

 

However, as the robber’s partner is still at large, we again enjoin everyone to be always alert and vigilant all the time. Please keep your doors and windows locked, especially at night. Here are some of the pictures of the robber taken at the police station:

Today (24 jun 2022), for the 2nd time, mr. Edwin concepcion and mr. Richard acoymo visited the paranaque police station where they managed to interview the robber. With the “gentle persuasion” of richard on the robber, they were able to get  some information on his partner (eric) and his picture. The robber mentioned that it was eric who entered the house of our german homeowner and the house at 4 immaculate st. It was also eric who was leaving slippers and a knife in the houses that he victimized. Eric is the one whose picture is encircled in red below.

Rest assured, the board, particulary edwin and richard, are working seriously for the safety of our community.

We are sharing some pictures of the robber caught by the CCTV of one of our homeowners when the robber entered their house and took some valuable items last 06 June 2022, at 03:30am.

To all homeowners, please lock properly your doors and windows, particularly sliding doors and windows. The robber entered the house by forcing open a sliding door.

IMPORTANT NOTICE

The Board has scheduled a GENERAL MEMBERSHIP MEETING (GMM) on 26 Mar 2022, 02:00pm at the Golezeum. Our main Agenda is for the RHAI members to nominate and elect the five (5) members of the Election Committee 2022 (ELECOM 2022). As we need at least one hundred fifty-six (156) members in good standing to meet the required majority (50% + 1), we are appealing to all HO’s and Members to please attend the GMM.

 

A Circular will be distributed to all HO’s and Members today which spells out the details of the GMM. For the benefit of everyone, we have attached a copy of said Circular.

STATUS OF RHAI HOMEOWNERS AS OF 28 FEB 2022 re. PAYMENT OF DUES

As of 28 Feb 2022, we have a total of (310) Homeowners in GOOD STANDING who are religiously paying their dues on time and ensuring the Association’s capability to sustain the settlements of our fixed and variable monthly expenses.

 

Out of the (310) Members in Good Standing, (112) Homeowners have paid in ADVANCE their dues:

Paid up to May 2022     -   3 HO’s

Paid up to June 2022    - 25 HO’s

Paid up to July 2022      -  2 HO’s

Paid up to Sep 2022      -   3 HO’s

Paid up to Oct 2022       -   1 HO

Paid up to Nov 2022      -   1 HO

Paid up to Dec 2022      -  75 HO’s

Paid up to Feb 2023       -    1 HO

Paid up to Mar 2024      -    1 HO

 

From 2019 up to 28 Feb 2022, a total of (90) Members, who were then Delinquent, have voluntarily settled their outstanding obligations to the Association and are now Members in Good Standing. (already part of the 310 HO’s in Good Standing)

 

Sad to say, we still have a total of (46) DELINQUENT MEMBERS, with a total unpaid financial obligations of P977,203.60.

COVID-19 Community Update

Today, September 12th, we were made aware by one of our fellow homeowner of their unfortunate medical condition. They were diagnosed with COVID-19. Standard health and safety protocol were immediately carried out, and that the family is now in isolation (home quarantine) are being closely monitored by RHAI staff.

This letter is not meant to sound the alarm but rather as an information to the community that this particular case is being handled with utmost care.

Rest assured that the RHAI Office follows and abides to the standard health protocols set forth by the health authorities and the LGU. We have a close coordination with the Barangay Health Response Team (BHERT) and the City Health Office of Paranaque for all COVID-19-related cases.

We'd like to take advantage of this time to again remind all members of your household to continue to practice health and safety protocols on COVID-19 to ensure the protection of the entire community. Please be reminded again of the following Guidelines:

 

  1. All residents who do their walking exercise around the village must:

    • Always wear a face mask

    • As much as possible wear a face shield

    • Maintain physical distancing

  2. Store operations is strictly from 08:00 am - 05:00 pm

  3. Curfew hours is from 10:00 pm to 05:00 am

  4. External visitors, especially for non-essential reasons, is strongly discouraged

  5. Property construction or residential renovations is allowed, but the following conditions must be satisfied:

    • Workers will be required to have at least a 1st dose of vaccine of any brand. An unvaccinated worker will not be given a pass

    • Workers are required to submit a negative PCT test result. Validity is 15 days from the day of the swab testing

    • Workers will be subjected to a daily body temperature check which will be administered by the RHAI security guard's office

    • Worker's movement are to be limited in the confine of their construction area. Any worker who will be found roaming beyond the vicinity of their construction area will be taken into custody

    • Workers must wear face mask at all times

    • Workers must maintain physical distancing at all times

 

The COVID Delta variant is highly contagious. This is evident in the swelling of the number of cases recorded in the country these past few weeks. The RHAI Office is therefore appealing to all HOs to regulate face-to-face interaction with neighbors. During these critical times, we highly recommend all household members to limit movement in the premises of their own homes.

In the event that any of your household member would be diagnosed positive of COVID-19, please don't hesitate to inform and seek assistance from the RHAI Office. We have the connection to the appropriate authorities that might be able to help alleviate the stresses brought forth by the sickness.

The RHAI Office needs your cooperation. Let us all do our best to defeat the spread of the COVID virus inside our village. Our objective is to prevent the surge of COVID-19 cases in our village and avert the dreaded Total Lockdown order. The RHAI Office can only achieve this with the full support and cooperation of each and everyone.

New Format of the Monthly SOA

Starting September 2021, the RHAI Office will be issuing out a new version of the SOA (Statement of Account) to all homeowners. A tabulated calculation of the previous month's association dues collections and fixed expense disbursement will be reflected on the SOA so that homeowners would be:

 

  • informed of where the monthly dues collected are being spent

  • in the know if collections over expenses is sufficient or otherwise

 

Below is how the new SOA format looks like. The figures used are dummy numbers and are meant for presentation purposes.

Unavailability of PLDT Home Fiber Services in Remmanville Executive Village

There have been several occassions that the Board received similar complaints about the unavailability of PLDT fiber services in the premises of the subdivision. Biased and discriminatory speculations are also circulating associated to this matter.

This article was written to provide clarity to concerned homeowners.

Globe Telecom and Converge ICT Solutions started rolling out their fiber services inside Remmanville premises last January 2019. With an aim to have a unison installation of fiber internet services from all Telco providers so that homeowners would have more options to subscribe from, the Board communicated to PLDT that they may also want to roll out their services alongside their competitors. However, the Board was informed that PLDT's fiber services was not available in this part of the metro at that time.

On April 2021, PLDT, thru their subcontractor Huawei Technologies Phils. Inc, started rolling out their fiber optics Infrastructure in the vicinity of Remmanville. As a matter of fact, the Board had to issue a cease order to Huawei on their trenching works along D. Savio St. due to lack of approved work permit from the RHAI office.

Huawei promptly applied for a work permit at the RHAI office on April 7, 2021. A clarificatory meeting was held on April 12, 2021 which was attended by Mr. Janer Jayvee Corre from Huawei and the Board Secretary. During this meeting, it was established that:

  • Huawei was only contracted by PLDT to lay the main fiber optics transmission line which traverses Dona Soledad Ave, France St., Michael Rua St., Japan St., Dominic Savio St., Aguinaldo St. up to San Antonio Ave.

  • Fiber cabling insfrastructure to the homes, like Remmanville Subdivision, will only happen a few months after

  • Should PLDT eventually need to install their fiber-to-the-home infrastructure inside Remmanville premises, PLDT has to compensate the RHAI office with a corresponding Entry Fee Assessment. Such assessment is the same amount that was imposed to both Globe Telecom and Converge ICT Solutions

Huawei was only able to fulfill and settle the entry fee assessment on June 16, 2021, two months after the clarificatory meeting with the Board. Resumption of the trenching works along D. Savio St. followed immediately. However, the Board was advised that the project rollout encountered delays and it affected the availability of PLDT's fiber services in the vicinity. The estimated date for PLDT to install their fiber-to-the-home service in Remmanville premises is by end of 2021.

The Board understands that the delay is not favorable to homeowners who prefer PLDT over Globe or Converge. The timeline of PLDT's project is beyond the Board's control. Nevertheless, the Board will inform the community as soon as there is a positive development.

Creation of a New Policy and Guidelines on Houses for Rent

During a special board meeting on November 8th, the RHAI Board has passed and approved Board Resolution No. BR-RHAI-17/19-134 which constituted the House-for-Rent Policy and Guidelines in Remmanville Executive Village, as follows:

Policy

Any real property in Remmanville Executive Village, whether it be a residential house, commercial structure or of any other type, must not be rented out or leased out without securing the necessary permit from the RHAI Office. This policy was initiated and instituted by the Board of Directors to ensure that the eventual occupants of the rented/leased property are of good citizenship and have good moral character.

Prior to this policy, property owners freely engaged directly with their potential lessor without giving knowledge to the RHAI Office. However, the community have experienced unfavorable situation because of this practice. Security of the community was put to risk.

The Board of Directors does not want to compromise the community any farther, hence the creation of this policy.

Guidelines
For New (Incoming) Tenants
  1. The owner of house-for-rent must inform the RHAI Office of their intent to lease out their property by accomplishing and submitting PART 1 - Intent to Lease of the House-for-Rent Application Form. This form can be downloaded from the RHAI website under About Us>HOA Documents page.

  2. The submitted House-for-Rent Application Form must be duly noted by the RHAI President, Security Chairman and the Board Secretary.

  3. The property owner must require the incoming tenant to submit the following requirements to the RHAI Office:

    • NBI clearance for foreign tenants

    • Police clearance and barangay clearance for local tenants

    • 2x2 ID pictures of all incoming occupants

  4. Upon finalization of the Lease Contract, the property owner must accomplish PART 2 - Tenant's Information and Declaration Sheet on the House-for-Rent Application Form. This must be submitted to the RHAI Office along with the following requisites:

    • A copy of the signed Lease Contract

    • The requirements submitted by the incoming tenant as listed in item 3 above.

For Existing Tenants
  1. Accomplish PART 2 - Tenant's Information and Declaration Sheet on the House-for-Rent Application Form.

  2. Submit the duly accomplished form to RHAI Office along with the following requisites:

    • Copy of lease agreement

    • 2x2 ID pictures of all occupants (not limited to household members and helpers)

Upon Expiration and/or Pre-Termination of Lease Agreement
  1. The property owner and/or the tenant must notify the RHAI Office at least fifteen (15) days prior to vacating the property under lease.
